IBM and OpenAI have formed a strategic partnership to deploy AI across core enterprise operations, with OpenAI’s frontier models and developer products embedded into IBM’s consulting stack. In an official announcement on August 13, 2026, IBM said the joint go-to-market effort will embed models like GPT-5.6 and products including Codex and ChatGPT Work into IBM Consulting Advantage, its AI platform for delivering consulting services, and will pair them with IBM’s industry assets and cybersecurity capabilities.
The partnership is structured around dedicated teams rather than a loose reseller arrangement. IBM is launching a dedicated OpenAI Practice with thousands of consultants and engineers trained on expert-level certifications under the OpenAI Partner Network, and it will deploy forward-deployed units of specialized engineers to work directly with clients. The two companies will build industry-specific solutions for financial services, government, telecommunications, and retail, plus horizontal offerings across finance, procurement, customer operations, and HR.
The deal also puts IBM inside OpenAI’s partner tiers at the top level: the announcement says IBM will join OpenAI’s Elite partner tier, reflecting a shared focus on secure, enterprise-ready AI at scale.
Three focus areas, from legacy workflows to cyber defense
The release lays out three areas of collaboration. The first is transforming legacy operations into AI-ready workflows: OpenAI’s frontier models will be embedded in IBM Consulting Advantage so that organizations can analyze operating procedures, identify inefficiencies, and redesign workflows across finance, procurement, customer operations, and HR. The second is application modernization and product development, where the companies plan to pair OpenAI Codex and ChatGPT Work with IBM’s industry and domain expertise to speed software delivery.
The third is cybersecurity and AI risk management. IBM already participates in the OpenAI Daybreak Cyber Partner Program, and the expanded collaboration combines OpenAI frontier AI capabilities with IBM Autonomous Security, a multi-agent service designed for coordinated decision-making, response, and intelligence at machine speed. The companies say the work will help clients manage both cyber and AI model risk, including application-layer vulnerabilities, governance gaps, and operational risks that limit AI adoption.
The announcement includes executive statements from both sides. Andy Baldwin, Global Senior Vice President of IBM Consulting, framed the challenge as integration rather than access: “The challenge is not access to AI technologies, it’s integrating AI securely and at scale into complex enterprise environments and workflows.” OpenAI Chief Revenue Officer Denise Dresser said the organizations pulling ahead with AI are “turning it into a trusted part of how their business operates.”
The partnership lands as enterprise AI spending accelerates. IBM has long positioned Consulting Advantage as the delivery layer for hybrid cloud and AI services, and this agreement gives it a direct line to OpenAI’s model roadmap. The immediate signal for the market is that OpenAI is now selling into the enterprise through one of the largest consulting workforces in the world, with the security and governance framing that regulated buyers require. No timeline was given for the first joint industry solutions, but the forward-deployed units and the OpenAI Practice are described as operational now.
