Intel Panther Lake CPUs: Which One for AI and Gaming?

Intel's Panther Lake X7 358H and Arc B390 bring 50 TOPS of NPU power and strong integrated graphics to laptops without a discrete GPU.

Intel’s Core Ultra X7 358H is a real Panther Lake laptop processor, and it is paired with a real integrated Arc B390 GPU. The combination is aimed at people who want local AI hardware and respectable 1080p gaming in one thin laptop, without adding a discrete graphics card. Intel’s official 358H specification page lists 16 cores, a 4.8GHz maximum turbo frequency, 50 NPU TOPS, and 12 Xe cores in the Arc B390.

That corrects the model-number uncertainty around this story. The chip is officially called Intel Core Ultra X7 Processor 358H, not simply 358H, while B390 is the name of its integrated graphics configuration. Intel lists the B390 at 2.5GHz and 122 GPU TOPS in its Arc laptop lineup. These are laptop platform specifications, not a desktop CPU and add-in graphics card that you can buy separately.

The quick answer

If you want one laptop chip for AI tools, creator workloads and gaming without a discrete GPU, choose a system built around the Core Ultra X7 358H with Arc B390. It has the strongest integrated graphics option in this comparison and enough CPU headroom for demanding mobile work. The tradeoff is price: you are buying a complete laptop, and the chassis, memory, cooling and display can change performance substantially.

The less expensive Panther Lake options are not interchangeable. The Core Ultra 7 356H and Core Ultra 7 365 keep a roughly 49 to 50 TOPS NPU, but Intel pairs them with a smaller four-Xe-core Intel Graphics configuration. They make more sense for office work, local AI features and light gaming than for a laptop chosen primarily as a gaming machine.

The TOPS figures need careful reading. NPU TOPS describe a dedicated low-power AI engine, while GPU TOPS describe a different accelerator with a different workload profile. They are not interchangeable gaming or application-performance scores. Why the Arc B390 configuration matters

The Core Ultra X7 358H is the interesting part of this lineup because Intel gives it the larger integrated graphics tile. The official specification lists 12 Xe cores, hardware ray tracing, DirectX 12 Ultimate, AV1 encode and decode, and support for up to four displays. That is a far more capable starting point for a gaming laptop than the four-Xe-core Intel Graphics configuration used by the 356H and 365.

It still does not turn a thin laptop into a desktop replacement. Independent testing reported by Notebookcheck places the B390 around the level of an RTX 2060 Laptop GPU in one synthetic test, while real game results are lower and the chip remains behind newer RTX 4050 Laptop systems. Treat that as a rough class comparison, not a promise of a fixed frame rate. Laptop power limits, shared system memory, cooling and game settings all matter.

In practical terms, the B390 makes the most sense for 1080p gaming with sensible settings and upscaling. It can also handle esports titles and older games without asking the buyer to pay for a second GPU. A discrete GPU is still the right choice if you want high-refresh 1440p, demanding ray-traced games, serious 4K gaming or predictable performance across a large modern library. AI performance is a separate buying decision

All three models in the table have a dedicated NPU close to 50 TOPS. That is useful for supported local AI features such as effects, transcription, camera tools and workloads built for frameworks including OpenVINO, Windows ML, DirectML, ONNX Runtime and WebNN. Intel’s Series 3 performance index also includes workload-specific results for the X7 358H, but those figures are measured on named systems with particular drivers, firmware and power settings.

Do not use the NPU number as a shortcut for large local language-model performance. Memory capacity, memory bandwidth, model quantization, software support and thermal limits often decide whether a workload is comfortable. An NPU can reduce power use for supported inference, while the GPU may be the better engine for a workload that is written for graphics acceleration. What the laptops cost

There is no normal retail price for the 358H or B390 as separate components. Intel sells this as a soldered mobile platform, so price comparisons need to use complete laptops and label the currency, region and date.

As a current US reference, an ExcaliberPC listing for the MSI Prestige 16 AI+ C3MTG showed a $1,599.99 sale price and a $1,799.99 regular price when checked on August 25, 2026. The listing identifies the system with Core Ultra X7 358H, Arc B390 graphics, 32GB of memory and a 1TB SSD. That is a laptop price, not an Intel MSRP, and it can change without notice.

Other systems show why platform comparisons are difficult. Framework’s Laptop 13 Pro has been listed with the X7 358H at different prices as memory costs changed, while MSI and Dell offer different screens, cooling profiles and power limits around the same silicon. Compare the complete configuration rather than choosing a processor label in isolation.

Which Panther Lake laptop should you buy?

  • Choose Core Ultra X7 358H with Arc B390 if gaming without a discrete GPU is the priority. It is the only model here with the 12-Xe-core Arc graphics configuration and it retains the 50 TOPS NPU.
  • Choose Core Ultra 7 356H if you want the 16-core H-series CPU and NPU but gaming is secondary. Its four-Xe-core Intel Graphics engine is a meaningful step down from B390.
  • Choose Core Ultra 7 365 for a thinner, lower-power general-purpose laptop where office work, video playback and supported AI features matter more than demanding games.
  • Choose a discrete GPU laptop instead if your definition of gaming includes current AAA games at 1440p or 4K, high ray-tracing settings or a stable performance target across new releases. Intel’s B390 is capable integrated graphics, not a replacement for every graphics card.

The original model idea was directionally right, with one important correction: the best no-dGPU option is a Core Ultra X7 358H laptop with integrated Arc B390, not a desktop CPU plus a standalone Arc B390 card. The 358H is a real Series 3 mobile chip, B390 is a real integrated graphics configuration, and the useful buying question is which laptop gives that silicon enough memory, cooling and power to deliver on its promise.
